Outline of Research at the Start

本研究では、地方公共団体で実施された就学援助の実態解明とともに、就学援助・生活保護における教育行政・福祉行政へのGHQの影響と両行政での調整過程の分析を行う。
本研究によってGHQ・地方公共団体の動向を複合的に考察し、その成果を応募者がこれまでに取り組んできた就学援助に係る中央政府の機能の変容過程に関する研究成果に接合し、両者を総合して、多角的・動態的に就学援助制度の形成過程を解明する。研究成果は、現代の教育と福祉の関係構造の解明に寄与し、子どもの成長発達を包括的に保障する社会制度の展望を開くと考える。
