Outline of Research at the Start	近年の災害激甚化を背景として、立地適正化計画の防災指針や事前復興計画による取り組みが行われているが、事前復興が進まない事例や課題が指摘されていることから、本研究において事前復興の取り組みの実態や知見を得るとともに、事前復興に取り組む自治体の参考になり得るデータベースを構築することで、よりよい事前復興制度の構築と取り組みの推進が期待される。そこで本研究では、事前復興に関連する諸計画の内容や運用状況の全国調査を実施し、データベースを構築する。さらに自治体の各計画の策定状況に応じた、事前復興の取り組みや運用の傾向・課題等を明らかにすることで、制度の改善に向けた提言を行うことをめざす。
