Outline of Final Research Achievements

The Japanese Ministry of Education introduced a policy of teaching high school English classes in English (the TEE policy) through the 2009 Course of Study, which was enacted in 2013. The main objective of this study was to investigate the influence of this TEE policy in the revised English courses through a four-year longitudinal data collection involving university newcomers. The most important finding from the study was that the impact of the TEE policy was very limited on both the use of English by Japanese teachers of English in high school and the learners' attitudes towards TEE.

Academic Significance and Societal Importance of the Research Achievements

1990年代以降に発表された外国語教育における教授言語についての研究の多くは、目標言語(本研究の場合は英語)のみで教えることは非効率というだけでなく、指導方法を誤れば学習者の学習意欲を低下させるなどの逆効果を指摘する。指導要領2009はこうした近年の応用言語学研究の動向に逆行すると思われ、先行研究の成果に反するトップダウン的な教育行政の在り方に疑問を呈することが本研究の主目的であった。得られた結果に基づいて、TEEの実践には、教員養成や研修を含むインフラ整備などが重要であることを論文や講演会等で指摘してきた。
