The Osaka Prefectural Welfare Commissioner System was a system that inherits the results of the past social projects and organically linked social welfare facilities and disabled people through the Welfare Commissioner. Therefore, to understand this system, it is necessary to reflect the history of various social projects developed before this system was created. The emphasis of this study was on various social projects conducted by the police after the Russo-Japanese War. Ogawa Shigejiro, the creator of this system, was also involved in the creation of this police society project. Mr Ogawa was also influenced by the settlement business and its theory in formulating this system.
