Bullying has been among major problems of students, and teachers and school counselors in Japan have tried to develop bullying prevention programs. The purpose of this study was to implement the prevention program of bullying in one elementary school and one senior high school using Home Room Hours, moral education, and comprehensive study and examine the effects of the program. Using Home Room Hours and other opportunities, the teachers continued to encourage children to set rules and promote them according to the Green Zone in 2016 to 2018. As a result of analyzing the observation of children, it was found that more students have been discovered good things of their friends than before.
