Outline of Final Research Achievements |
The present study revealed the developmental processes of the public employment services administered by the Home Ministry in the 1930s and those effects on Japanese urban and rural communities. The findings show that the public employment services played an important role in Japan’s wartime labor policy. Specifically, this study investigated the political judgments by the Home Ministry concerning the development of the public employment services and the actual processes of introducing them to local communities between the 1930s and the 1940s. The results clarified that a variety of laws established by the Home Ministry and the political activities in local communities were closely related to the establishment of the National Mobilization System in Japan.
