| Research Abstract |
The Act of Modernization of the common rights ertablirhed just twenty years ago. At first the extent of the common forests & fields were 2,000,000 hectare , but at present reduced to about half. Then lapsed the common rights and they converted to the proprietary rights, and the forest-producting-owners association and the individuae dioision became to half and half. The Aim of that Act were the high-utilization for the development of agriculture and forestry. We can not register the common right, because has that not legal person. Therefore, They maked up the register name to one or several representative in the group members of common rights, the names of joint ownership or shrine, temple name etc. This Act lapsed the common right for convert to the modern rights, that is proprietary right. But the dissolution of the village communities became extinct the regional advantage. Some new matters occured there.
