Research Abstract |
Principal results of this study are as follows. (1) After World War <II> , the slum areas in Naha city have sprung from such Government policies as "WARIATETOCHI"(Government-Allotted Land) and "KIKAKUJUTAKU"(Standardized Houses by the 2"x4" Method of Construction). (2) Until today, the former Government of the Ryukyus and the present Okinawa Prefectural Government have had no practical measures to improve the slum areas. (3) In the past, little research was done for these slum areas, but in recent years a fact-finding survey of some of the areas has been carried on solely in connection with the Monorail construction project in Naha city. (4) The results of the fact-finding of the typical slum areas are: There are 1) many old houses which do not meet the minimum housing standards, 2) many small sites on which the houses cannot be rebuilt because the sites border on the narrow roads which do not meet the requirements of the Building Law, and 3) many sites which have no access to roads. (5) The inhabitants of these areas, most of whom have leased the building lot from their landowners, have strong intention to stay permanently in the same areas and they hope for rebuilding of their houses. (6) The residents, however, cannot realize their hope because their landowners reject their request. Due to the undesirable environmental conditions and the landowners' objection. their houses. even if rebuilt. would be regarded as illegal buildings. (7) One of the measures to solve these problems. in my opinion. will be to adopt a "Joint Rebuilding System" in which a group of inhabitants who have been in lease contract with a specific landowner jointly rebuild their houses on their leased land. Most of the inhabitants have agreed with this proposal.
