Research Abstract |
The Problem about Scarcity of Greenary in Built-up Areas is Getting Worse in Our Metropolitan Areas. We Examine this Problem by Getting Light on the Relation between Decrease of Greenary and Development of Land through City Planning System in our Country. One of Causes of the Scarcity of Greenary in Built-up Areas is "Loopholes" in Development Permission. Since Development Permission System is a Vehicle for Imposing Onerous Conditions on Developers, it Behooves Developers to Find a "Loophhole". To Cope with the Scarcity of Greenary and to Protect Green Open Spaces, Some Local Government in Metroporitan Areas Put Some Systems into Practice. Those Systems on Grouped Four Types as Follows: 1. Protection of Greenary after Development is Practiced, 2. Protection of Greenary when Development is Permitted, 3. Protection of Forests for a Fixed Period of Time by Agreement between Local Gorvernment and the Forest Owner, 4. Fund for Protection of Greenary. We Examine those Four Types and Propose a New Comprehensive System to Protect Open Spaces in our Metroporitan Areas.
