Research Abstract |
The purpose of this study is to define problems in the methods of the building design controlls for the urban landscape planning thurouth the investigations on the evaluations of the 3 design controll systems which is now practiced. The outlines of the investigations and findings are as follows; (1)On the investigations , questionaires were distributed to building owners and professionals involved with the constructions that were regulated by the 3 design controll systems;Urban landscape Ordinance of Kobe, Landscape Agreement in Port island,and Sogo-Sekkei of Building Standard Law. And it is proved that the evaluations of answerers are divided into 3 type ; negative approuval, possitive support, opposition. There are distinctions of evaluation between each controll system several problems arise along with them. (2)In the cases of Urban landscape ordinance and the Landscape agreement in Port island, the correlation between the design standards of each system and the actual conditions of the applied buildinds were investigated. It is clear the effect of the size of the buildings on the actual conditions of the application. (3)The outline of the discussions about the applicability of the design controll systems is as follows; The design controll systems are able to be classfied by the planning priority and by the binding force on regulation. On the leading system the design controll has to be under the rule of the plan. It is necessary that there are systems with some stages of the binding force on regulation.
