Research Abstract |
1. Fisheries in the South Pacific are extremely small scale as other industries and are characterized by the variety. Ecologically developed coral reefs form various fishing grounds, so people have made an adequate fishing way according to the conditions. 2. Most active have been regulated by rules of traditional custom which keep harmony with neighboring settlements and ensure the endure subsistence in the community. Modern land and sea laws and regulations which were legislated have brought the situation of duplicity to the land and sea tenure that often results conflicts or waste of the resources. 3. Few islands were interested in marine resources and most of lagoon fisheries resources are under traditional subsistence production even until now. However, increase in population and improvement technology together with shift towards market-oriented fisheries and government policy to develop coastal area need appropriate changes in the management practices and more defined regulations. 4. The village economy and resources use have been based on customary regulations which acts as a guideline for the individuals who are entitled to use the resources of an area as members of a particular kinship group. Due to the socio-economic progress, the communal ownerships and assistance within a kinship group are gradually decreasing in importance.
