Research Abstract |
This study aims at studying dynamics of local political processes which have been neglected and less studied compared with political processes of central politics. In local political conflicts, political processes which are usually invisible for outsiders become apparent. So, as a clue to studying local political processes, we selected a local political conflict, named KOTOZEI Problems ( problems caused by a local tax for preserving traditional Kyoto ). We studied it by a case study method and a questionnaire method. We can list three points as results of the study ; 1. In a multi-ruling parties system of local politics, which can be seen frequently in recent in Japanese local assemblies, a triad circular power-gap relation among the head, bureaucrats and assembly members has introduced stable relations among them. However, it has also introduced alienation of citizens from politics. 2. As a clue to the study of a concrete personel, which social sciences have not been good at studying theoretically, we could advanced the study of the head of local government. 3. In a case study of KOTOZEI Problems, we could examine and refine the theory of 'mediator', which gives a theoretical ground for the study of thr head of local government.
