Research Abstract

本研究は社会経済活動の足跡を一次データとして捕捉し、これを企業/自治体/政府等の諸組織の意思決定に必要なエビデンスのために加工編集し、シミュレーションを行う統合的な情報環境を提供するものである。SNAは国の経済活動を鳥瞰し、かつマクロ経済政策だけでなく民間企業等の経営戦略を支える基幹統計である。一方、わが国の経済社会活動は各府省の個別の政策目的に従って、調査統計並びに行政事務に付随する統計を中心として捕捉されてきた。わが国だけでなく、SNAの推計方法は、こうしたマクロ統計をベースに行われており、政策を提言するうえで十分なエビデンスを担保するものになっていなかった。各種政策に必要な精度で迅速に統計が加工集計できず、また各府省をまたがる利用にも障害が多いからである。筆者らはこうした現状にかんがみ、社会経済活動の実態を、(1)発生時点(トランザクションベース)で捕捉し、(2)各種政策目的に応じた精度並びにオンデマンドで編集し、(3)国民・企業等様々な部門に対してその立ち位置を確認する情報として短期の時定数でフィードバックし、(4)政策立案と社会経済活動諸部門の意思決定との相互回路(双方向の政策波及過程)を構成する、トランザクションベースで国民経済規模のデータ管理・編集が可能なシステムの構築を行った。われわれの開発した統合環境は、およそ一国全体の社会経済活動を計測/加工編集し、エビデンスベースの政策立案を提供する統合的なデータ収集/管理/編集技術として世界に類のない画期的な応用技術であると自負している。
