Outline of Final Research Achievements

Analyses are made to identify factors contributing to the consensus building on the conservation and sustainable use on marine living resources. Existing international agreements were analyzed and it was found that smaller the number of the country interested in fish resources less chance for establishing international body to manage that particular fish resources. It was considered that this would represent a situation where veto power was created for one large influential party if the number of countries is small. The roles of government and NGO (non governmental organizations) representatives are also researched at negotiation on biological diversity in the ocean areas beyond national jurisdiction (BBNJ). It was found that NGO members kept on attending multiple meetings for years while members of government delegations were changed relatively frequently. Overall, advanced knowledge in conditions for consensus building was accumulated.
