Research Abstract |
(i) In an attempt to reveal the actual status of national universities and colleges, the project conducted a questionnaire survey on all the faculty members. About thirty-four thousand (65 percent) faculty members responded. The results indicated that, white the faculty members evaluated highly the past performances of national institutions, they thought the poor facilities and the low levels of available funds were causing serious problems. Analyses of these results were published in the first intermediate report titled as "Budgetary Conditions of Faculty Members. " (ii) The project also surveyed statistical data and interviewed key persons in the Goverment, universities and business corporations. The second intermediate report, "Financial Status of National Universities and Colleges, "summarized the analyses of these data. (ii) Based on these analyses, the project examined and reported on the rote of national institutions of higher education, their financial status and the opinion of their faculty members. As specific means to consolidate the financial basis, it proposed immediate actions in the following points. (a) To increase the governmental subsidy to the level of 0.4 percent of GNP as fast as possible, to raise expenditures on facilities and on research. (b) To increase the total fund for Grant-in-Aid for Scientific Research and raise its acceptance rate. (c) To encourage grants from outside the govermental funds, and to seek ways to induce funds from other governmentat ministries than Ministry of Education, and from local governments.
