Research Abstract

代表者、高木の総括のもとに、4つの研究グル-プを組織して研究を進めた。その成果は災害リスクの種々の比較の体系に位置づけられた。
(1)地盤・地震災害:北海道全域の地すべりに関するデ-タを収集し、デ-タベ-スとして使用に耐えるものとした(藤原)。浅岡は土構造物が設計荷重以下の荷重下であっても、間隙空気の存在によって劣化が進むことを明らかにし、佐藤・金折・川上は歴史的な資料、活断層資料を合成することによって、将来の地震強度、地震災害の時空間分布分堆定法を提示し、地域的な地震災害に対するリスクを評価した。渡辺は局地的な場での地盤沈下と内水災害の対応の詳細を分析した。
(2)水災害:平野は九州地方での土石流の機構とその発生限界を、辻本は河川構造物の被災確率・規模の評価法を明らかにし、加賀屋は都市水害のリスク評価のモデルを提案した。河田し津波災害のリスクの現状とその衰退のプロセスを地域性、災害文化の形成過程との関係で分析した。沢本は河口砂州の動態の分析を基礎に、河川流量との関係で海岸変形に伴う災害のリスクを解析し、松田は豪雨の地域的分布特性を確率論的に解析した。また、吉田は台風の経路、気圧の資料収集によって波浪堆算法を提示している。
(3)気象災害:小池は日本海での気象状況の如何で豪雨被害の発生の場が変わることを見出し、近藤は各地の強風の風速の堆算が、各地特有の係数を考えることで可能となることを明らかにした。
(4)農林災害:堀口は水稲の被害が社会に与えるインパクト社会の状態によってどのように異なるかを明らかにした。
以上の研究と共同しつつ、災害科学の基礎資料の収集とその確実な保管をも整えている。さらに、本研究での成果はすでに各分野の論文として発表し、あるいは発表予定となっていて、初期の目的を果たし得た。
