Nowadays, university and adult education are important subjects of the information oriented society in association with the highly educated and the old aged society. This research was started to establish learning environment of the university and adult education suitable to the recent social circumstance, and we finally conluded the research with the design and implementation of the CAI (Computer Assisted Instruction) system by which learners can arbitrarily have their self-learning at any time and any place. The research consists of three subjects ; instruction strategy, teaching materials, and their management. From the viewpoint of the instruction strategy, we designed frame type CAIs that control learning process and its text in correspondence with the grade of learner's understanding. Furthermore, in order to confirm the ability of the instruction strategies in the CAI,we have edited some teaching materials such as a subject of international finance, computer literacy education, food-nutrition education, and fine art education. On the management of teaching materials and softwares, a database stores these small fractionalized segments (so called frames or modules), and reassembled into a hierarchical structure for actual use. The frameworks and modules in the database matches file transportation, and suits remote learners who use the CAI through LAN. The CAI model developed in our research is expected to be used in various applications, because the CAI consists of the functions of information management and communication as well as processing. And also, from the viewpoint of effective application of infrastructure in the information oriented society, the products of this research will be practical and realistic owing to the future advancement of the information network and multimedia technologies.
