Research Abstract

The purpose of this research project is to clarify the mutual relation between politics and administration. Last year, we had mainly gathered and organized materials concerning the transition of the process of policy decision caused by the change of power in 1993. This year, we have approached our project in three aspects.
1 Gathering the current materials on the process of policy decision by the governing coalition, and organizing them. As the result, we specified the way of operation, the function and the character of several organs for communication and abjustment between the governing parties (e.g.the Caucus, Representatives Meeting, Top-level Conference of the governing coalition) .
2 Re-consideration of the materials on the process of compilation of the budget and that of policy decision under the LDP (Liberal Democratic Party) government with holding some hearings with the party concernd. As the result, we made those processes clear and clarified the roles playd by the Japanese bureaucracy and the political parties, and the mutual relation between them. Based on these two results, we compared the processes of policy decision under the LDP government, non-LDP coalition (Hosokawa, Hata Cabinet) , and LDP-SPDJ coalition (Murayama Cabinet) .
3 Consideration on the relation between the Constitution of Japan and the parliamentary system of government in Japan, and on the process of establishing the centralized bureaucraacy and centralization to Tokyo, and its influence on the present politics, in order to grasp the historical and institutional characteristics of the parliamentary system of government in Japan.
We will continue this project, focusing on how to establish the parliamentary system of government in Japan and its transition.
