| Research Abstract |
In terms of improvement of the educational system, it is necessary to discuss financing aspect. Otherwise, there is few positive studies such that who should pay the cost of higher education in the society. From the view point of "economics of education", we aims to clarfy some conditions to make policy on the higher education. Our research focuses on four important problems as follows.
1) Changes of the role of public and private sector in relation to foundation of institutes.
2) Should households pay the fee of student much more than ever?
3) Private universities as NPOs. Some features of NPO will be very usefull to think about management of private universities better.
4) Relations between financing and academic policy, institution of graduate schools.
