Research Abstract

There are two aims of this research.
One is to pose the last question to solve Buraku problem on the basis of the actual conditions of Dowa region that is full of changes. Dowa measure works have made the actual conditions that have possibility to solve one of social problem in our country. Another is to make points of Dowa measure works clear.
In order to achieve two aims, I tackled it from five angles at this points : (1) collecting meterial and hearing the person concerned of the social welfare around Dowa region from immediate postwar. (2) Dowa nursery school in Kyoto city-「The health survey of little baby and family.」 (3) 「The life survey of handicapped and family.」 (4) 「The survey of official duty worker's sense of human rights.」 (5) 「The health survey of little baby and family.」 「The health survey of pregnant and her family.」
By the records, it become clear positive points that should make full use of general measres, regional welfare and regional medical treatment, play a role to protect regident's life and living. It also clear negative point of measure technique that prevent regident's self-government and independence that was newly formed by Dowa measure works.
Dowa measure works that plays positive role to solve Buraku ploblem show us how to make 「the regional」 policy that can have baby in peace, bring up children in peace, grow old in peace.」
Dowa measure works that reconfirm the system of feudal social position, lead to fix social position as an identity make a request for improvement.
