Research Abstract |
The year 1991 was memorable in the long history of city planning in France because exactly one century had passed since the death of G.E.Haussmann. He playd a leading role in the rebuilding of Paris under the Second Empire as Prefect of Seine. Its various and ample results are reflected in the lay-out of well-organized streets, homogeneous buildings, improved parks or squares, and sewer systems, etc. They function as the most basic infrastructure of Paris and the region Ile de France even today. In recent years, the various research studies have been published successively in France, England and the United States. Broadly speaking, they propose reconsideration of the rebuilding of Paris by resetting it in the long process of change and growth of French cities, their urban societies and the legal or administrative framework from 19th century to today. The first object of this article is to grasp the characteristics of the above-mentioned recent studies. The second is to reconsider the historical meanings of the very important Decree on 26 march 1852 which invested the administration authority to expropriate the land including streets on a large scale. Especially, I will attemt to trace the original ideas of this decree to the urban problems and the arguments about them in the 1840s. Based on these works, I will discuss the meanings of modern city planning.
