Research Abstract |
The system of supplying public housing by low rents began to show signs of collapse in the last of the 1970s in China. Soaring unit prices of actual construction put pressure on the government finances and spelled the end of the old welfare-typed supply system. So, recent urban housing is constructed and sold as a commodity to be used by both individuals and organizations instead of being unconditionally financed and allotted by a government. This housing commercialization seeks to raise funds from private citizens to alleviate the housing shortage. It has been promoted to reform of urban housing supply system in Shanghai, which has led the distribution of public housing to change. Formerly most of public housing were rented as company housing. But the reform of urban housing supply system let middle income bracket come to buy public subsidized housing and low income bracket rent public houses. In the 1980s, high level of housing construction was continued and residential conditions have been improved. But the financial sources of these housing constructions were made from urban redevelopments for the most part, which were supported by soaring land prices in a source of funds. Therefore, it will have to be considered to establish housing supply system from the point of view of housing welfare.
