| Research Abstract |
本研究は共産党体制崩壊後の東中欧地域国際関係の変容過程、およびこの地域を取り巻く国際環境の変容過程を多角的に分析することを目的としている。本年度は1)当該地域を含む欧州国際秩序の再編(EUおよびNATOの東方拡大問題など)、2)当該地域における地域協力(CEFTA、CEIなど)の進展とその限界、3)二国間関係、4)当該地域諸国の内政、の4つのレベルで問題を設定し、現地調査を実施した。調査では、関係諸国の外交当局、政党、雇用者団体、労組などの圧力団体などでインタビューを行い、かつ各種の資料を収集した。
平成8年7月24日から27日にかけて、文部省科学研究費補助金重点領域研究「スラブ・ユーラシアの変動:自存と共存の条件」(領域代表:皆川修吾)と共同で、国際シンポジウム"The Emerging New Order in Central and Eastern Europe"(札幌、北海道大学スラブ研究センター)を開催し、また、同年9月20日〜22日に旧ソ連・東欧地域における「国民」「国家」「体制」の同時変容を比較検討するための研究会(千葉、幕張)を開催した。このふたつの研究会の研究成果は、平成9年3月に研究報告集として出版された。
調査の結果としては、西欧諸国、ロシア、および当該地域の指導者の間で、この地域の国際秩序の将来について、かなり大きな認識の相違が観察された。また、各国の指導者と国民意識一般との間にも齟齬か観察された。さらに、現在進行中の体制変容過程と、この地域をめぐる国際関係の変容は相互に他を規定していること、当該地域の諸国は西欧統合に組み込まれつつあるが、なお多くの可能性が内包されていることが明らかになった。
次年度は、NATO/EUの東方拡大の進展を見据えながら、よりミクロレベルの問題に焦点を当てた現地調査を実施する予定である。
