Research Abstract

1.貴陽市の気候は亜熱帯湿潤モンスーン気候(平均気温は15℃)であり,市の平均海抜は1,000mであり,中央部が盆地,周囲が山脈である。人口は約180万人,製紙・機械・セメント工業が発達している。このため石炭火力施設からの環境への有害物質であるSOxの放出と地形及び気候の関係から大気汚染が深刻である。本研究班は大気関係のみならず水質や農業関係の専門家が揃っているので,できるだけ多くのスタッフが現地に参加し,環境影響調査と並行して,環境教育を実施した。
同市での環境教育のテキストは重慶市でのシンポジウムをベースとした英訳本を使用した。参加者については,実のあるものにするため貴陽市人民政府の江 蕨中副市長及び藩 渝生環境保護局長以下と対話方式で環境に関してシンポジウムと教育(Proceedingsを本報告書に添付)を開催した。
大気汚染防止対策として,次の計画が発表された。
1)燃料の改善 燃料のガス化,エネルギーの電化(鉄道の電化も含む),市内の飲食店の石炭ストーブの使用禁止(15,000のストーブの廃止)。
2)再開発と緑化 セメント工場等の中心部からの移転とコンビナ-ト化。
これらは現在進行中のものと計画中のものがあり,大気汚染用の測定や街路樹の選定等についての活発な意見の交換があった。また,SOxの濃度は1992年は0.468mg/m^3が,1995年では0.395mg/m^3に減少したことの報告もあった。
同市の環境保護局の熱意と努力が感じさせられ,協力しなければと研究班の参加者一同が考えた。
2.立山カルデラ(立山火山に食い込んだ谷が激しい浸食作用によってできたもの)から流出する土砂は洪水を繰り返し「日本一の暴れ川」の原因である。このため「砂防のメッカ」である立山カルデラで環境保全を含む砂防工事について調査した。
3.9月の国際学術研究公開シンポジウムにタイの大気汚染物質,インドネシアの大気汚染とその対策について討論を加えた。特にバンコクの大気汚染に日本企業の三輪自動車のエンジンの排ガスが関係しているとの発言があった。
4.極を通過する人工衛星のデータより雲と,雪と氷の台地の見分けは困難であったが,画像特徴量を使用することから区別することが可能となった(雑誌論文の(3-5)ページの6番目)。このことは人工衛星を利用した環境保全調査が可能となったことを意味する。
