Research Abstract |
An analysis of water supply from 1992 to 1997 in Seto City, Aichi Prefecture was conducted on the basis of daily record on water supply. Water supply in Seto City is divided into two parts : municipal water and prefectural water. Here, prefectural water comes from the Kiso River through Aichi waterway. At the water shortage in Tokai District in 1994, municipal water decreased into a half of ordinary level. However the prefectural water distribution filled the shortage, the total water supply was in short in particular, the latter half of water shortage, in September, occurred in the situation of municipal water increase caused by comparative heavy rain. For a long time after scanty water, low level of total water supply continued. This is attributed to a delay of restoration of water storage in the Kiso River Watershed and to adaptation of people to the situation of water shortage. Corresponding to the forest restoration in University Forest in Aichi, the University of Tokyo, runoff is

recognized to increase. This is against to various reports from other experiments of forest hydrology. The authors tried to explain the phenomena in this report. It should be insisted that forest restoration can increase runoff in some special case. Possibility of enhancement of municipal water supply was concluded as follows. 1) There remains enough space to develop the headwater area to afford water supply to Seto City. 2) The suburban forest is apt to be utilized as space for deposition of urban waste, so deliberate planning is needed to get more space for water supply in considering spatial distribution of urban waste deposition and water quality degradation. The authors also conducted the research to pick up the thinking of people in headwater areas concerning 1) the situation of water usage and 2) need for the municipal administration. As well as municipal headwater area, they conducted the same research in the headwater area of the Kiso River where people lost the habitat by construction of Dams. Less
