Research Abstract |
The purpose of the study is to make clear the characteristics of school reform perspectives on system and management by analysing the effect of principal leadership and school organizational structure. I investigated the policy and administration of senior high schools in lbaraki prefecture and the school management practice toward refom or innovationin a government senior high school. First, I made a conceptual framework. Second, I visited the Board of Education to collect policy documents and have interviews. Third, I made a case study of a government senior high school. I collected material and had interviews to the principal and teachers. Further I made a questionnaire survey of all teachers and half of students. As research results, I made clear the following characteristics of school reform perspectives on system and management. First, the educational administration which respected the discretion of school made the school reform possible. Second, at the beginning of the school reform, principal leadership was quite important. Third, the special committee led the reform by degrees and enhanced the potential of reform. Fourth, the school symbol aquired by the reform made a school identity and brought outcomes from viewpoint of education and management.
