Research Abstract

(1) 汚染排出の費用負担に関する使用者主義と生産者主義の二つの原則を組み込んだ環境政策シミュレーションモデルを構築し、パイロットモデルについてシミュレーションを実施である。
(2) 両原則を比較するための環境政策評価システムを構築中である。比較検討については、次年度の課題となった。
(3) 物質収支バランスを考慮した動学的エコシステムモデルを構築し、
(4) 技術係数に関するキャリブレーション,Kyoto Protocolのフィージビリィティについて分析した。
(5) 以上の新たな結果について,学会発表を行い、高い評価を受けた(第35回日本地域学会年次大会;平成10年度土木計画学研究会;11th Advanced Summer Institute,Muenchen;38th Congress of the ERSA,Vienna;45th North American Meetings ifRSAI,Nov Santa Fe等)基本的には.当初の計画どおり研究を遂行し、所定の成果を得ている。(3)の動学分析については,大規模モデルゆえに操作性が悪く、この点の詳細な解析と検討は次年度の課題である。1995年データに基づくKyoto Protocolの達成可能性は極めて悲観的であるという結果がえられた。汚染除去技術の急速な進歩改善のための政策発動が必要である。どのような技術新開発への投資が最も効果的であるかの分析については、次年度で試みる予定である。閉鎖水系での、物質収支を考慮した環境総合評価シミュレーションでは、流域別の動学的最適汚染除去政策を導出するモデル構築がほぼ実用生の高いものになりつつある。湖水内の汚染ストックの動態、河川合流部での詳細なモデル化が次年度の課題である。
