Research Abstract

生産,消費活動と結合的に排出される汚染物質の排出構造が明示的に組み込まれ,価値保存則と物質収支バランスの法則を体現した非線型の双対的エコシステムモデルを構築した。1997年の日本経済について特定化し,地球温暖化ガスの主要なものとしての二酸化炭素排出制御,また主要な大気汚染物質としての窒素酸化物(NOx),硫黄酸化物(SOx)の排出制御のための汚染排出税政策シミュレーションを行った。削減目標の達成を汚染排出権の発行とその取得の義務づけ,さらに監査システムにより担保し,排出権の価格形成を擬似的な汚染排出権市場に委ねることを想定した政策評価シミュレーションモデルとしての実効性が検証された。政策変数の主なものは,汚染排出権の発行高の他に,各産業への補助金としての排出削減対策費であり,これは汚染排出権の売り上げ(総額約15兆円から30兆円)によってほぼまかなわれることが示された。しかし,当面の課題である京都議定書に規定する2008-12年の日本の排出削減目標は,今後急速な技術革新がなされない限り,現状の汚染物質防除技術では達成が困難であることが示された。この一つのバリエーションとしてのメタン,フロン,亜酸化窒素等の人為起源の地球温暖化気体との総合的管理政策評価シミュレーション,また新エネルギー政策評価にも有効であることが示された。
取り扱う汚染物質を河川等を輸送媒体とする窒素,リン等の富栄養化物質,あるいはCOD等の指標によってあらわされる物質に限定し,霞ヶ浦,環日本海流域での水汚染管理政策評価シミュレーションに応用し,その有効性も示された。
