Research Abstract	ユネスコ政府間海洋学委員会(IOC)は気候変動に果たす海洋の役割の解明、海洋資源の利用、汚染のない健康な海の維持などのために世界海洋観測システム(GOOS)の構築を推進している。西太平洋地域小委員会(WESTPAC、議長平啓介)では日本海、黄海、東シナ海を対象として、沿岸国である日本、中国、韓国、ロシアが観測データを共有して毎日の温度、塩分、流速などの海況を把握するシステム(北東アジア地域計画、NEAR-GOOS)を作り上げた。GOOSの目標は海洋予報によって達成されるが、現状の観測データでは不足である。日韓、日台、日比を結ぶ海底ケーブルを縁辺海に流入する海流流量に利用し、平成11,12年度には白鳳丸研究航海で較正する。国際協力が必要で、海洋観測技術の普及と縁辺海予報のために本研究の学術調査によりNEAR-GOOSの目標を達成する。浜田〜釜山海底ケーブルを利用する対馬暖流の流量観測が実施され、ソウル大学の研究分担者を・招聘し1998年のデータを検討した。海洋観測技術の普及のために西太平洋地域の途上国の海洋研究者を対象として乗船実習航海を鹿児島大学水産学部練習船「かごしま丸」を用いて、10月にベノア港(インドネシア)において研究打合を行った。海洋観測データの流通システム整備のために中国(青島、北京)に派遣し、沿岸デﾞ一夕の公開を実現した。ロシア極東地区の海洋研究のセンターであウラジオストックから分担者を招聘、2月に派遣して研究打合とデータ交換を促進した。12月にパリ開催された「海洋変動と気候変動(CLIVAR)」ワークショップに派遣し、ポンプアップフロートによる縁辺観測を計画した。3月に韓国ソウルで開催されるUNESCO/IOC/WESTPAC総会・科学シンポジウムに派遣して縁辺海の観測と研究を促進した。
