Research Abstract

本研究は、中国における環境保全型技術システムおよび経済システムのあり方を、ミクロ(企業の投資行動等)とマクロ(財政金融政策等)の両面から明らかにすることを目的に、広島大学と中国・復旦大学との共同研究プロジェクトとして行ったものである。
研究組織は広島大学側7名、復旦大学側4名の計11名であり、双方の研究者の招聘、派遣にあわせて、研究報告会を企画・開催した。広島大学側担当の研究報告会は、1999年10月4日に広島大学において開催し、広島大学メンバーをはじめ、復旦大学、中国国家環境保護総局からの報告も含めて計5本の報告が行われた。復旦大学担当分の研究報告会は、1999年12月20日に復旦大学において開催し、広島大学と復旦大学の双方のメンバーより計4本の報告が行われた。研究報告会は関係部局からの参加もあり、活発な討論が行われた。
また、1999年12月の中国現地調査の際には、復旦大学メンバーとともに、上海市環境保護局を訪問し大気・水質汚染を中心に環境モニタリング制度、汚染課徴金制度の現状についてヒアリング調査を行った。さらに、北京の日中友好環境保全中心を訪問し、中国における大気汚染モニタリング制度、汚染課徴金制度、大気汚染防止技術の開発の現状と課題について、ヒアリング調査を行った。
以上の活動をとおして、日中両国の環境問題について、環境政策への経済的手段の現状と課題、マクロ分析とともに地方政府や企業単位でのミクロの歴史分析、現状分析を行うことができ、今後の課題が明らかになった。次年度は、「環境保全型経済成長」のための技術システム・経済システムについて、クリーン開発メカニズム(CDM)等の経済的手法を用いた環境管理システムを導入するための条件に焦点をあて、より多くのケーススタディ、ミクロ分析を積み上げていく計画である。
