THROUGH THE RESEARCH PROJECT, GARANT-IN-AID FOR SCIENTIFIC RESEARCH (10305038) FROM 1998 TO 2000 TITLED "REGAINING THE INTERNATIONAL COMPETITIVENESS AND SOCIAL TRUST FOR IMPLEMENTATION AND MANAGEMENT SYSTEMS OF JAPANESE CONSTRUCTION INDUSTRY", VARIOUS PERSPECTIVE'S INVESTIGATIONS HAVE BEEM CONDUCTED ON THE PROBLEMS OF INFRASTRUCTURE SYSTEMS MANAGEMENT FROM THE VIEW POINTS OF HISTORICAL PROCEDURE, PRESENT SITUATION AND FUTURE ASPECTS. THE MOST IMPORTANT RESEARCH RESULT IS TO FIND OUT THE FACT THAT AMONG MODERNIZED COUNTRIES ALL OVER THE WORLD IT IS ONLY IN JAPANESE PUBLIC WORKS WHERE MONTHLY PAYMENT FROM PUBLIC OWNER TO GENERAL CONTRACTOR/ENGINEERING CONSULTING COMPANY HAS NOT BEEN IMPLEMENTED SO FAR.IT CAN BE CONCLUDED THAT NON MONTHLY PAYMENT SYSTEM IN PUBLIC WORKS IS UNUSUAL AND EXEPTIONAL IN INTER-NATIONAL CONSTRUCTION MARKET, THEREFORE, IT MUST BE MAIN CAUSE OF WEAKNESS ON INTERNATIONAL COMPETITIVENESS FOR JAPANESE CONSTRUCTION INDUSTRY.ON THE OTHER HAND IT CAN BE IDENTIFIED AS ROUGH ESTIMATE AND SLIPSHOD ACCOUNTING WHERE STRICT COST CONTROL MUST BE IMPOSSIBLE EVEN IF GOOD COST ACCOUNTING AND BUDGET CONTROL COULD BE REALIZED. WITHOUT STRICT COST CONTROL IT IS A MATTER OF COMMON WHERE THERE HAS BEEN STRONG SOCIAL CRITICISM AGAINIST JAPANESE PUBLIC WORKS OF ITS HIGH COST AND VAGUE/NON-TRANSPARENT PROCESS. IN ORDER TO OVERCOME THESE UNDESIRABLE PROBLEMS THE WELL-DEFINED STRATEGY SHOULD BE TO INTRODUCE MONTHLY PAYMENT SYSTEM IN JAPANESE PUBLIC WORKS AS SOON AS POSSIBLE.THIS IS NOT ONLY MAIN RESEACH RESULT BUT ALSO NEXT STEP URGENT RESEARCH TOPICS FOR OUR NATIONAL INTEREST.
