Research Abstract |
This study tried to clarify the partnership in resident participation on the upgrading and management of agricultural space like a reservoir by searching for the advantage and problem of the resident participation method in a series of planning process, by clarifying the mechanism of the decision making in each stage of its process, and by clarifying the management method in resident participation. The following show the results of this study. It is confirmed that the roles of both local administration that knows the circumstances in detail and the specialists that coordinate the question at issue between administration and residents are important in resident participation activity. And also the importance of the coordination between administration, specialist, and resident was confirmed. Regarding a workshop, participants should be recruited from many kinds of neighborhoods as the member by a public offering method and it is necessary that an education program is introduced in the planning process. Regarding the mechanism of decision making, there are "weight" in the decision factor with regard to the aspects of conservation of nature, landscape, utilization, putting into practice, management, and life style. This weight is not regular by each factor and will change by the stage of the process. So the weight will be more important at the stage of conceptual planning that embodies request, at the stage of evaluating the plan, and at the stage of decision making. In addition, it is important that people who will be able to become one of the members of the management activities after upgrading and discuss the renewal plan from the early period in a planning process. Especially, the systematization of the promotion conference is very effective. Also, it is useful to form a management organization and to reduce the management burden of each group by clarifying the role furthermore.
