Research Abstract

The purposes of this research is to analyze the effects and possibilities of rural(green) tourism for revitalization in hilled Areas, which are, handicapped areas in Japan.
Rural tourism in Japan has started in early 1990's under the influence of the movement in Europe. It has been rapidly spread in the countryside, because it was expected as a new regional development program instead of "resort" developments in bubble economy in late 1980's, as a new agricultural policy to increase farmers' income, and as a new movement in recreation to be more nature oriented and cheap.
We made 5 case studies of rural tourism in Yuda town and Tono city in Iwate prefecture, Kuromatsunai town and Biei town in Hokkaido, and Niiharu village in Gunma prefecture. The results are as follows :
1) Rural tourism isn't so profitable in rural economy as a whole, but it makes a good chance for rural people to get pocket money individually.
2) Rural tourism has made human networks within an area and between the area and the outside, and it makes it possible to improve management ability of local communities.
3) Rural tourism has stimulated local people's attachment and pride in their home towns or villages and produced their confidence in their activities.
4) Rural tourism gives a chance for local people to find the natural, cultural and environmental values of their land through communication with visitors from cities.
5) On the other hand, increase of visitors in countryside can makes them a general sightseeing spot, and it may spoil the advantage of rural tourism.
In conclusion, rural tourism can contribute to form social infrastructure of rural areas both in physical and non-physical phases, such as human networks, public facilities, environmental quality, public involvement etc., and it has great possibility for revitalization of rural areas through it.
