Research Abstract |
The purpose of this research is to develop a support system for the Kusatsu Chamber of Commerce and Industry using Geographical Information System (GIS), including also a monitoring and forecasting system for regional planning. While the former system describes the state and changes evident in the commercial environment of Kusatsu city (Shiga prefecture) in the 1990s, the latter predicts the impact of these changes on the commercial environment. The two systems are programmed to assist the Kusatsu Chamber of Commerce and Industry to make regional designs related to commercial environments. 1. Monitoring system : This system is based on a huge database made using various questionnaires about factors such as consumer behavior, use of car parks, visitors to the central shopping district and attitude of managements. This system is aided by GIS and provides a large resource of maps showing the actual patterns of the commercial environment in Kusatsu. This system also functions as a three-dimensional visualization of the market areas. 2. Forecasting system for fee impact related to commerce : This research introduces the conventional production-constrained spatial interaction model using attractiveness estimated by a log-linear model. This spatial interaction model is applied to consumer behavior to predict the impact of changes in commercial environments ; for example, location changes of large-scale retail shops, changes in road networks, changes in the distribution of demand etc. 3. Support system for the Chamber of Commerce and Industry. This research makes a comparison of the reports about commercial environments, as edited by the Kusatsu Chamber of Commerce and Industry in 1992. It also offers a view of the current changes occurring in Kusatsu city. Finally, this research attempts to make practical use of this support system at the Kusatsu Chamber of Commerce and Industry.
