1.The Concept of Risk management system in space development is clarified.
2.Proposition of the establishment of International Space Indemnity Fund, International Space Development Bank, International Space Development Transportation Organization to rein force the risk management system in space commercialization.
3.Proposition of plan to form Japan space cluster to promote space Commercialization as national strategy.
4.Proposition of best location of launching site in Japan to increase the Capacity of Space transportation strategy.
5.Introduction of risk management system to avoid or reduce unforeseeable risks in design and potential problems in organization in space activities.
6.Consideration to establish the effective global navigation satellite system to reduce risks in the air traffic management.
