Research Abstract |
Fundamentals of the community-based rehabilitation (CBR) for the psychiatric disabilies in Japan are insufficient. The author tried to define necessary conditions that would help create a workable model for the local CBR in Hokkaido. Analytical insight into resources in the mental health care studies shows that the CBR model could only be possible when the consumers/users have chances to work outside of the CBR especially in their second care stages. Working outside would make the CBR more open to the community, and give the consumers/users an active image of recovery. For the rural CBR, the situation could be worse because their facilities are likely to be located m a remote area To avoid their isolation from other parts of the society, one possible solution could be an American Club House, which extends its services to the residents in their community. Another solution could be a Life Support Center, where "Transitional Employment" (TE) meets the local industrial requirements. These ideas should work to disperse popular prejudices against the CBR and its consumers/users. The cost-performance of such CBR is expected to be higher than the sheltered Wー0ne The most important actors here is a consumer/user as a group, and to keep their group-work functioning well, a clear separation of management from professional social work is necessary. Manpower is another important factor to make this project effective. To improve CBR, the increased subsidies from both the central and the local governments are indispensable. The aid system to the CBR also needs some changes.
