| Research Abstract |
本研究は、政府間の情報の完全性を仮定しない場合にどのような問題が生じるかを明らかにすると同時に、ゲーム論等を用いることによって社会的に最適な状態に導くようなメカニズムをデザインすることを目的にしている。主たる研究成果は以下のようにまとめられる。
Principal-Agentモデルを用いた『Allocation of authority under central grants』では、公共事業のタイプを決定する権限を二階層の政府間で配分する際に、公共事業への資金拠出インセンティブが重要な役割を果たすことから、事業への投資インセンティブを高めるために、資金調達費用に劣る下位層政府(地方政府)に事業タイプの決定権限を委譲することが最適解となる可能性があることを明らかにした。公共事業のタイプを内生的に選択する状況を扱った上記の分析を発展させて、『Grants structure when the type of public project is endogenous』では、地方政府の資金調達力が上がるとともに、中央政府は地方政府にとって優先順位が高い事業を選択すること、また、matching grantsからblock grantsへの補助金の給付方法のシフトを図るべきであることが明らかになった。
中央政府から地方政府への権限委譲に加えて、さらに、地方政府から民間部門への事業内容の一部委譲を行う際の問題点として、コストの戦略的引き上げが行われる可能性を『Public monopoly,mixed oligopoly,and productive efficiency』において明らかにしている。
これらの研究成果は、European Accounting Association Annual Congress(アテネ大学)や数理・理論経済学セミナー(九州大学)においても報告されている。
