Research Abstract	平成11-12年度の科研費補助金(基盤研究(A)(1))の成果を踏まえて、獣医学教育改善のために、国際的に通用する獣医学部を設置するには、国立大学に所属する1獣医学部と9獣医学科の再編整備運動は必須との結論に達した。そして、平成12年の国公立大学獣医学協議会で、国立大学は3校に集約する案が認められた。これを受けて、第1班に所属する国立大学の1獣医学部・5獣医学科(北海道大、帯広畜産大、岩手大、東京大、農工大、岐阜大)は地方大学2校ずつが北海道大学と東京大学に統合する案を検討した。しかし、まだ、具体的な形となって現れてはいない。第2班に所属する国立大学の4獣医学科(鳥取大、山口大、宮崎大、鹿児島大)は統合して九州大学に新しい獣医学部を作ることを検討してきた。しかし、それぞれの獣医学科の学内における運動には差が生じてきており、鹿児島大学は自助努力案を検討中である。そこで、農学部内の理解が得られている山口大学と宮崎大学の獣医学科が先行して九州大学に獣医学部を作る案が浮上し、九州大学総長から、これら2校の学長ならびに農学部長に対して、九州大学獣医学府等設置委員会への委員の参加の要請があったが、明解な返答はなされていない。この現状を踏まえて、将来4校が統合する前提で、3校による九州大学獣医学部案が検討されてきている。この間、10月には、「獣医学教育の改善のための基本方針」が国立大学農学系学部長会議で認められた。この答申は、これまでの国公立大学獣医学協議会の決議と一部異なるところがあるため、この答申と、これまでの運動とをどのように整合させるかが、獣医学教育改善のための運動の問題となってきている。私立大学では、国立大学の獣医学教育改善の成果を見てから、獣医学教育の改善を進めていこうという考えが基本であるが、1学年の学生数に比べて、教員数は約半分という現状は、早急に改善する必要があるという点では一致している。欧州とカナダの獣医学部の視察、および米国獣医学協会の視察した結果、欧州では外部評価システムが、米国ではアクレディテイション・システムが、それぞれ機能して獣医学教育の改善が進んでおり、将来、この二つの評価システムの統一化が考慮される可能性のあることが分かった。これまで、財団法人大学基準教会から出された「獣医学教育に関する基準」に基づいて、日本の獣医学教育改善の運動を進めてきたが、今後は、欧米の獣医学教育改善の運動も視野に入れながら、グローバルな視点から、この運動を進めて行くことが重要であることが分かった。
