| Research Abstract |
Russian Constitution of 1993 has established the system of Local Self-Manageinent. In transitional period, they adopted the Law of Local Self-Management in 1995. This Law encourages the process for establishing Constitutionalism in Russia. There were some Impacts. We can mention these like follows.
1) Effects of European Charter of Local Self-Government
2) Increase of Capacity of Legislative Power
3) Leadership of Presidential Power by Ykaz(Decrees) of President
4) Effects and Roles of Constitutional Court
Constitutionalism in today coexists with Principle of Local Self-Government, concluding thoughts of Decentralization and Subsidiarity-Principle. Russian Constitution and politics gradually, but very slowly, steps by following these regal and political thoughts.
