Research Abstract |
1.Purpose of Study: A database on nursing care issues raised in the Diet was created for analyzing the policy decision-making process using examples in order to examine this process with respect to nursing care and for promoting a deeper understanding of policymaking by those in the nursing care profession as well as students 2.Result & Conclusion: 1) Creation of Database for Minutes of Diet Concerning Nursing Care Issues A database was created to permit searches on meetings, speakers, political parties and remarks made with respect to nursing care issues in both Houses of the Diet from the 126th Session of the Diet (January 22, 1993 to August 4, 1993) to the 152nd Session of the Diet (August 7, 2001 to September 26, 2001) using the 'Minutes of Diet Session - Search System ' located in the National Diet Library, enabling keyword searches on nursing care-related issues. A homepage for making nursing care policy study materials more widely available for use at nursing care educational institutions was also developed 2) Policymaking Process Analysis-Examining the Decision-Making Process for Staffing of Nursing Professionals for Acute Illnesses The standards for the staffing of nursing care professionals for general illnesses according to the 4th Revision to the Medical Treatment Law were enacted in March 2001, the policymaking process of which was analyzed and examined. The system for providing health care was classified into acute and chronic illnesses, in which the Secretariat bill proposing a 2.5:1 ratio based on the goal of creating a staffing standard for acute illnesses was examined, ultimately leading to a 3:1 ratio being established. This process was analyzed. Members of the Council on Medical Service Facilities were divided into 1 Health care providers, 2 Insurers and 3 Citizens (Consumers). While 2 focuses on efficient, effective medical treatment and 3 on safe, effective medical treatment, the structure of 1 is distinguished based on the perspectives of clinics, small & medium-sized hospitals and large hospitals. Thus, the strategy of the Japan Medical Association, representing the clinics who loathe the idea that personnel expenes are taken from allocated medical expenses, succeeded in such a way that the strong support afforded to them by the Health, Labor and Welfare Advisory Committee within the LDP's Policy Affairs Research Council led to the establishment of a 3:1 ratio Less
