Research Abstract |
This project aimed to investigate the university evaluation systems in Japan, US and Europe to identify the future challenge for Japanese evaluation system. In two years, we conducted the following three studies. One is the investigation of today's Japanese university evaluation system from the point of international validity. We historically examined the transition of evaluation system from introduction of the "self-monitoring and evaluation", through the establishment of NIAD-UE, to new evaluation system (Ninsyou hyouka), and discuss the methods of NIAD-UE experimental evaluation. Second is the investigation of evaluation system in US, which is considered as one of the model of university evaluation system. At first, we reviewed the overall structure of university evaluation in several levels including the recent introduction of performance-indicators in states, management on quality-assurance, and faculty evaluation system. Also we focused on the organization to collect the information inside and outside of university for decision making in university, which is called Institutional Research (IR). And we investigated the organization of national education statistics (NCES), which IR have to provide their universities' information. Third is the study on the recent formation of evaluation system in Europe. It is investigated in detail how the higher-education system is changing in Europe after the Bologna Declaration in 1999. Also on research evaluation, Research Assessment Exercise (RAE) in UK is one of the most famous system and we investigated its method and recent discussion to reform the system in UK. By these studies in Japan, US and Europe, we discuss the future challenge of Japanese new systems of university evaluation and quality assuarance.
