Research Abstract |
I Estimating about the Ability of Japanese Signals Intelligence (1) The telegrams of the State Department of America : Japanese intelligence had almost 100% decrypting ability. It is estimated that the Strip cipher (cipher of most highest level) had been decrypted by Japanese officers for their practical use. This fact was well knowned by the testimonies of the Imperial Japanese Army officer, and by many decrypted telegrams. But it is proved that the effectiveness and limits of the testimonies, because this research reveals the conditions of employments of the State Department's ciphers. In addition, by means of the inspection of the telegram traffics between the State Department and the Embassy (Tokyo), the ability of Japanese Intelligence is substantially appreciated. As the result of such basic studies, the telegrams that were assumed to be decrypted by Japan concretely, the investigator considors that the studies are reaching the levels that the assessment of the intelligences about their influences to decision-making of the diplomatic policies are possible. (2) Harbin Reports, the intercepts of the cipher telegrams of the Soviet Peoples Commissariat for Foreign Affairs, was presumed that they influenced the Japanese Foreign Policy, because many Imperial Japanese Navy officers wrote on their diaries. It makes clear that they were decrypted by Japanese Foreign office. Many progress about them are expected. (3) The telegrams of British Foreign office : It is clear that many informations (including the details about the war situation) were sending to the British overseas establishments. It is necessary to think over the ability of Japanese intelligence. After this operation, the influences of intelligence sources can be evaluated. II The Magic Telegrams Owing to the lost of the many Japanese diplomatic telegrams, the Magic telegrams are important as the documents of Japanese foreign policy. It is in progress to making a list of published sources.
