Research Abstract

This study was conducted to evaluate a support program to vitalize mainly the local autonomous disaster prevention organizations. Its two-year plan consists of a feasibility study in the first year and the specific planning in the second year. Four researches were conducted in the first year: 1.Interviewing the representatives of disaster prevention welfare communities in Kobe, 2.Interviewing the principles of elementary schools in Kobe, 3.Interviewing the principles of junior high schools in Kobe and 4.Interviewing the principles of elementary schools in Tokyo wards. In the second year: 1.Case studies of Kobe's disaster prevention welfare communities were collected, 2.The disaster prevention training software was piloted at Kobe's disaster prevention welfare communities, 3.The software was piloted targeting university students, 4.Leaders at evacuation centers of Niigata Heavy Rain Disaster and 5.Leaders at evacuation locations of Niigata Chuetsu Earthquake were interviewed. In addition, several upgrades were made to the disaster prevention software to improve the performance as a supporting tool for disaster prevention activities. Now, it is confirmed that a community for disaster prevention should be allocated based on the elementary school zoning and the researches have shown the importance of addressing emotional issues pre as well as post disasters to strengthen the disaster prevention capabilities in the community. It is believed that the supporting program developed to promote the mutual cooperation in the community can function as a vital tool to enhance the disaster prevention capability of light rescue during a disaster and to vitalize the community activities during the non-disaster times.
