Research Abstract |
Recent years, the port area, which is close to the city, has been restored to the citizens as a plan of the exhausted industrial area. In various parts of the country, it proceeds with the way of procedure of the port town development by the citizen participation. In these cases, it's striking that the non-profit organizations(NPO) play a role as mediator between the citizen and the administration. But, it isn't still established with the way that NPO is involved in the port town development, such as a method of the organization, a method of NPO activities, and the relationship of administration and the citizens, because of short history of NPO. So, The purpose of this research is to clear the role of the NPO activities in the port town development by the citizen participation type, and the way, which is involved by the NPO, of the partnership with the citizen and the administration. At first, the cases of port town development in various parts of the country were collected. Next, questionnaire survey to the NPOs in the whole country and interview survey to the some NPOs and the administrations were carried out, in order to clear the role and problems of NPO at the port town development. As the result, it became clear that NPO fulfills the role of the pipe between the administration and the citizen. On the other hand, it also became clear that NPO has some problems such as lacking of talented, fund and reliability of business fulfillment. Finally, it referred to the need that NPO must enhance the executive ability of the business, in order to execute the port town development.
