Research Abstract |
This study aims to verify that area division system that had come for prefectural government to judge the execution by the City Planning Act revision in 2000 has accomplished the urbanization controlling effect at a constant level in the local city though the system had held the problem since being founded. An original designation of urban promotion area (UPA) and the range of the zoning area immediately before the area designated were filled in to 100 local cities of 100,000 people or more. Consequently, 89 cities where the area designated had been finished at first before 1975 were surveyed, and all information is stocked as each of layer in Geographical Information System. Based on this information, we understand the repetition, exclusion and addition of two areas spatially and quantitatively. re original designation were designated ; Cities where large range were excluded from zoning area and UPA were expanded in other regions. Moreover, we compare the original UPA areas and those of present time (After a regular review of almost four times), divide similarly 89 cities into some patterns from the transition of the population density in UPA, and provide four typical types to the situation of the area expansion. Then we extract Niigata City, Kurashiki City, and Hofu City from three types with the problem in the city planning as a city for a detailed examination, are offered the material like Urban Development Policy, the UPA setting record, etc. from the original designation to present and also make hearing to the person in charge. As a result, we make clear that area division system could not help doing the designation not suitable for the realities in the local cities and a wide area designation of UPA generally because only the metropolitan area started being institutionalized to consideration, and that there was at first a difference in the idea of the area division of each city at the original designation.
