Outline of Final Research Achievements |
We examine the relationship among the strategic environmental policy, international R&D cartels, and research joint ventures using a third-country market model with Cournot duopoly. We derive three important policy implications for international environmental technology policy. First, contrary to conventional wisdom, a R&D cartel with full information sharing does not necessarily improve the global welfare. Second, we show that governments can achieve greater global welfare, if they cooperatively determine whether to allow a R&D cartel. Third, we show that governments should commit to an environmental tax rate to promote the formation of a R&D cartel.
