Research Abstract

The Grants-in-Aid for Scientific Research by the Ministry of Education, Culture, Sports, Science and Technology is one of the oldest funding systems, which has been contributing to the development of scientific research. Recently, competitive distribution of funds for universities has become more reinforced to make research projects more prioritized and effective. Researchers are becoming to feel some concern about decrease of funds for basic research. This research project is to quantitatively identify the long term effects of the Grants-in-Aid for Scientific Research funding for the promotion of scientific research with bibliometric approaches.
At the first stage, we selected 40 famous researchers or the COE project leaders, and found some patterns of courses for them to become leaders of big projects by analyzing their awards of the grant from 1985 to 2003. Next, we tried to trace the trends of their number of publications over the years by utilizing the databases of Thomson Scientif … More ic, Japan Science and Technology Agency and National Diet Library. Then we expanded the subject researchers to 160 famous ones who were awarded prominent prizes such as the Japan Academy Prize. Average amounts of the grant for them were investigated throughout their ages from 1965 to 2005. This quantitatively revealed the typical career stages that they would become independent researchers in their 30s with small awards through the period of trainees by around 30, and in 40s until 55, they would be the leaders of big projects, then some would continue to be active researchers and some would be in administrative positions.
In addition, the levels of research activity of individual universities were studies based on the number of grant awards and the results were annually published as NII Technical Reports. Some specific studies were conducted such as researchers' transition patterns in the big change of field classification system of the grant in 2003. A joint study with the MATSUO Foundation for the Promotion of Academic Research was also conducted in which we made a questionnaire survey for 2,000 active or famous researchers with 873 responses, and analyzed their direct opinions on the Grants-in-Aid for Scientific Research system, the summary of the results having being published.
