| Research Abstract |
In this project, process to establish governance for forest conservation was analyzed.
Firstly we focused on governance for urban forest conservation. Volunteer group for forest conservation has been active since 1980's and these groups became interested collaborative forest management with local people. Municipal government and forest owners association has became interested in co-management, and thus network of urban forest conservation has developed.
Secondly, we investigated restoration of clear cut area. In Southern Kyusyu Island, intensification of logging activity and abandonment of replantation has become serious issue. To combat these situations, local community and prefectural government established collaborative project to prevent replantation abandonment. Local communities also establish watershed based collaborative network to restore abandoned area.
Thirdly we investigated movement to establish system to build house using local timber. Many of carpenters and architect has become interested to use local timber and began establish network to supply local timber for house construction. Local government and sawmills are also become involved this network. However, so far, they failed to give economic incentive to forest owners and could not succeed to make bridge between consumer and forest owners.
Governance for forest conservation has establish various part of Japan and in various field. Triger to establish governance was clearly "clear issue" and existence of "organizer".
