| Research Abstract |
Under the recognition that it is most important to promote citizen participation and risk communication on the regional risk management in order to encourage the chemicals management of our country appropriately, Ori has studied the comparison analysis for three years. What had impact on in this field is the trend of the chemical substance strategy of EU. In EU, changes from material-by-material management to total pollution management (Integrated Pollution Control) of a factory process connected with a precautionary approach, led to the REACH regulation enforcement of June, 2007.As for the REACH regulation, communication in supply chain and construction of a communication system became important issues for enterprises. Simultaneously, how citizens communicate with enterprises for local environmental risk management and what kind of role local governments play to make European approach effective also became big issues. Based on a framework of the citizen participation as such, various NGOs have begun activities to promote risk communication in the chemicals management. On the other hand, the PRTR method was established in our country in 1999 and basic premise of risk communication for citizens, enterprises, and local governments was got ready. Some of local governments positively have begun to hold local conversations or working groups, and reported information on HP to use PRTR data effectively. However, in fact, the general public has little interest in environmental risk of chemical substances. Globally, SAICM (strategic approach for international chemical substance management) prescribes the goal of "a minimization of influences of chemical substances" by 2020. To achieve this goal, it is essential to define how we should raise Japanese people's awareness and make positioning of citizen participation clear within a framework of more total chemicals management.
