Outline of Annual Research Achievements

サブサハラ・アフリカでコメの生産性を上昇させるような稲作術技がどのように普及するのかに焦点をあてた。モザンビークでは天水稲作地帯において、農民に対する稲作技術トレーニングの効果をランダム化比較試験により検証した。その結果、トレーニングの対象となった農民は対照群とくらべて500kg/ha程度の単収の増加が確認できた。ウガンダでは観察データを用いて、天水稲作地帯における稲作技術トレーニングの長期的(5年)な効果を分析し、トレーニングが長期的に稲作技術の採用率を高め、コメの単収も向上させたことを明らかにした。また、稲作技術がトレーニングを受けていない周辺農民に伝達していることも示唆された。他方、ガーナ北部の天水稲作地帯での10年間にわたる調査では、10年前に短期的に単収を向上させていた技術のうち、化学肥料や改良品種の使用は増えているが、畦や点播など労働力を要する技術は採用が減少していることがわかった。その結果、コメの単収も10年間で停滞したままである。ただし、ガーナでも稲作技術が周辺農民に伝達している。農民間の技術伝達については、タンザニアの灌漑稲作および天水稲作のそれぞれについて分析を行った。いずれの生産環境でも、農民間の技術伝達が存在し、コメの単収向上に貢献していることがわかった。ケニアも灌漑稲作地帯における稲作技術普及の問題を取り上げている。

サブサハラ・アフリカでは、コメの生産を増やしても精米の品質が悪いため都市部では輸入米に対して競争力がないことが問題である。その点について、ガーナでランダム化比較試験を行い、処理村では籾米の品質を向上させる技術や市場における品質評価に使われる品質パラメータについて農家に情報を提供した。その結果、介入は品質向上技術の採用に有意な影響を与え、販売価格も上昇した。農民へのトレーニングは、生産性だけでなく品質向上にも有効であることが示された。
